The Planning Director directs and administers the City planning program. This is a responsible professional planning and administrative position requiring a comprehensive knowledge of the physical, social and economic implications of local planning activities, and the ability to integrate diverse planning projects with the overall objectives of the City.
The work is performed under the policy direction of the Director of Community and Economic Development.
General direction is exercised over the work of the Chief Planner and Zoning Supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Develops and implements short and long range goals and objectives for Bureau;
B. Directs the operations and personnel of the Planning & Zoning Bureau;
C. Oversees and reviews the progress of the Bureau's work plan;
D. Initiates the development and updating of the City's Comprehensive Plan;
E. Oversees the development of work plans and the review of subdivision, rezoning and Capital Improvement Program reports;
F. Reviews and edits reports prepared by Bureau staff;
G. Presents Bureau recommendations to the City Council, Planning Commission and other committees;
H. Reviews building permit applications, including site plans for conformance with good planning practices;
I. Prepares the Bureau's annual budget;
J. Approves purchase requisitions and authorizations for payment;
K. Attends City Council, Council Committee, and Planning Commission meetings;
L. Delivers speeches to major civic groups;
M. Represents the Department on City and regional boards, commissions and associations;
N. Performs related work in the fields of city planning and community development;
O. Provides quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
Education and Experience:
Considerable experience at the level of Chief Planner and possession of a Master's Degree in planning; AICP designation preferred; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Necessary Knowledge, Skills and Abilities:
A. Comprehensive knowledge of the socio-economic implications of planning;
B. Thorough understanding of land use concepts, population density and related problems;
C. Ability to secure the cooperation of major civic groups and leaders in executing plans;
D. Ability to speak effectively and persuasively;
E. Skill in supervising the work of professional planners;
F. Ability to work with computers; proficient with standard data and word processing software;
G. Experience in using GIS software such as ArcGIS;
H. Understanding of project management;
I. Good physical condition.
TOOLS AND EQUIPMENT USED
Requires intensive daily use of personal computer. Occasional use of digital camera, scanner and plotter.

The noise level in the work environment is usually quiet. Employees are required to drive and occasionally visit construction sites, and/or conduct neighborhood visual surveys.
Attendance at various evening meetings in and out of City Hall is required.
