Under general direction, plans, organizes, implements and administers the Infrastructure Services division of the Information Technology Services Department; serves as a member of the department's management team.
This position is responsible for the City's servers and local and wide area networks, including standards, configuration, security, client access, capacity management and resource planning. The position manages the overall activities of desktop, server, network, telecommunications IT staff. Monitors and tunes systems to achieve optimum performance levels. Ensures workstation/server integrity by evaluating, implementing, and managing appropriate software and hardware solutions. Ensures data/media recoverability by implementing a schedule of system backups in database archive operations. Schedules installations and upgrades and maintains them in accordance with established IT policies and procedures. This position is distinguished from the department head in that the latter is responsible for planning, organizing and directing technology services for the City. The Infrastructure Services Manager receives administrative direction from the Chief Information Officer and exercises direct supervision over professional, technical and support staff.
Works under the direction of the IT Infrastructure Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES
" Manages and sets priorities for the proper design, evaluation, installation and maintenance of the City's infrastructure systems, such as LAN, WAN, Internet/Intranet access, computer systems, security systems and other related technological services.
" Maintains expertise in City standards hardware and software products; evaluates and recommends technology solutions.
" Analyzes and anticipates growth needs of the City's network resources, ensuring acquisition and timely implementation of required resources.
" Compiles and maintains server and network documentation and establishes appropriate procedures.
" Participates on and/or leads teams to ensure successful implementation of new systems or upgrades to existing systems.
" Serves as a liaison with hardware and software vendors for proper acquisition, installation, operation and maintenance of systems.
" Consults with vendors and staff to determine equipment needs; prepares RFPs and evaluates bid proposals and specifications for infrastructure projects; negotiates contracts for acquisition and coordinates installation of and plans for conversion to new equipment in assigned areas.
" Prepares statistical reports and special studies; maintains records of operational activities.
" Monitors computer usage to ensure adequate network, computing and storage capacity.
" Oversees the daily operational activities of assigned staff; plans, assigns, and evaluates the work of assigned staff; develops and implements performance standards; coordinates and implements discipline when necessary.
" Assists with development of departmental policies, procedures and service standards.
" Maintains user access and security profiles; reviews and approves all systems hardware and software modifications.
" Performs or oversees performance of disaster recovery operations.
" Serves as a technical consultant to executive management regarding computer hardware, software, and related issues.
" Establishes goals, policies and procedures for the division; reviews and evaluates operational performance.
" Assists with preparation of the division budget for operations, maintenance and capital improvement projects; participates in forecasting funds needed for staffing, equipment, materials and supplies.

DESIRED MINIMUM QUALIFICATIONS
" 10+ years relevant work experience
" Administrating and implementing Windows Servers
" Understanding of network and distributed computing concepts
" Experience with some or all the following:
o Active Directory- Domain services, ADFS, AD Connect
o Backup / Restore Administration
o SQL Server - Administration / Migration
o IIS Server -
o Proxy Servers
o Office365/Azure - IaaS, Paas, Saas
o Certificate Administration
o Remote Desktop Services
o System Center Suite - SCCM Administration
o Distributed File System (DFS) Administration
o Bitlocker Administration
" Understanding of DHCP, TCP/IP, WINS, DFS
" Understands the design of consistent network-wide file system layouts
" Administration of Active Directory including Group Policy Objects (GPO's)
" Ability to write scripts in a particular administrative language (Powershell)
EDUCATION & EXPERIENCE:
Bachelor's degree in Computer Science, Information Systems, Engineering or Business
5 -7 years experience in Windows systems administration
