489-003 - CONSTRUCTION INSPECTOR

Performs a variety of duties under the general direction of the Construction Manager. Performs inspection of construction projects on sanitary and storm sewer, water lines, bridges, streets, curb and sidewalks, ADA ramps, and paving to ensure compliance with applicable codes, City Standard Construction details, contract specifications and performance standards. Inspects complex construction phases on large projects. Assignments require independent judgment in making technical decisions related to work assignments. Work is assigned with general instructions and specific objectives by supervisor who reviews work for results obtained.
Works under the supervision of the Construction Manager.
At the discretion of the Construction Manager, the Construction Inspector may provide supervisory oversight of City work crews and private contractors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
(A) Working knowledge of Occupational Safety and Traffic Safety Codes as it related to construction work.
(B) Possession of a valid Pennsylvania driver's license of the applicable classification for this position.
(C) Performs math computations to determine areas and volume of work items, loose and compacted or in-place materials.
(D) Keeps detailed records of work performed and prepares cost estimates for payments to contractors.
(E) Records information needed for as-built drawings and records.
(F) Investigates and resolves complaints on construction and right-of-way.
(G) Interprets and explains codes, specifications and standards to Contractors, City workers and citizen issued permits.
(H) Performs density tests for blacktop compaction on paving projects.
(I) Participates in snow removal and flood control as needed.
(J) Performs other duties, including those of other classifications (higher and lower) as assigned and /or as conditions warrant.
(K) Observes rules and practices on quality of work, public conduct and effective and courteous service to the public and community.
(L) Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
(M) May be required to work additional hours or shifts during emergency and nonemergency situations, including night shift and weekends.
(N) Performs related work as may be required.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduate from high school or technical school and at least three (3) years of supervisory or journeyman experience in the building and construction industry or an equivalent combination of training and experience.
(B) NICET or other construction inspection certifications are desirable.
(C) Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of and ability to prepare and maintain clear and concise records and reports which involve mathematical computations and basic surveying and drafting skills.
(B) Ability to establish and maintain an effective working relationship with associates and the general public.
(C) Ability to successfully direct the work of others.
(D) Possession of a valid Pennsylvania driver's license of the applicable classification for this position.
(E) Responsible for all inspection phases on various types of roadway, bridge, and utility construction. Verify that all material, work and safety practices meet the requirements of City, State and contract specifications and drawings.
(F) Checks stakeout, elevations, grades, slopes, excavation compactions of soil and placement of materials. Ensures tests and samples of materials are taken and tested properly for concrete, embankment, roadway and blacktop materials.
TOOLS AND EQUIPMENT USED
Requires intensive daily use of personal computer
Requires knowledge and use of a Transtech Paving Compaction Gauge for compaction testing on paving projects.
Requires knowledge of a Smart Level to check grades and slopes on curb, sidewalk and ADA handicap ramps.

While performing the duties of this job, the employee is constantly required to sit and talk or hear. The employee is required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.
Sufficient physical stamina to work under adverse weather conditions and rough terrain, including getting in and out of excavations, manholes and pipes.
The employee must occasionally lift and/or move up to 80-90 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

The noise level in the work environment is usually loud. The work environment is inside the office and outside on the City streets. Vehicular and pedestrian traffic at times is very busy and noise levels high. In the field, the employee will be working high traffic areas of roadways and must be able to perform tasks in loud and obstructed areas. The employee will working in all weather conditions including heat, cold wind, rain, and snow.
