This is a managerial position that is responsible for administration and management of the City of Allentown SWEEP and Animal Control Programs. The SWEEP and Animal Control Manager is responsible for the development, implementation and management of the Bureau's public education and enforcement activities relating to SWEEP and Animal Control. The management of the SWEEP and Animal Control Programs includes the oversite of the field staff engaged in education and enforcement of the Neighborhood Improvement, Solid Waste and Recycling and Animal Control ordinances of the City of Allentown. The Manager provides oversight and direction of staff for corrective actions such as the issuance of Notices of Violation, SWEEP tickets and citations in order to achieve compliance with the ordinances. The Manager appears in District and County Court on the City's behalf. The Manager develops policies and procedures relating to these programs. The Manager coordinates the SWEEP and Animal Control Programs with other City bureaus and with outside agencies on both the local and state level.
Works under the supervision of the Bureau Manager.
Exercises supervision over bargaining unit employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES
" Responsible for the planning, direction, implementation and management of all Bureau efforts relating to the SWEEP and Animal Control programs.
" Develops policies and procedures relating to the SWEEP and Animal Control programs.
" Responsible for the planning, direction and implementation of all Bureau enforcement efforts for residential and commercial trash and recycling, graffiti vandalism, littering, illegal dumping and animal control.
" Provides day-to-day supervision and direction of staff engaged in education and enforcement of the Neighborhood Improvement, Solid Waste and Recycling and Animal Control ordinances of the City of Allentown.
" Provides oversight and direction of staff for corrective actions such as the issuance of Notices of Violation, Immediate Public Nuisances, SWEEP tickets and citations in order to achieve compliance with the ordinances.
" Evaluates work performance of subordinate personnel and recommends corrective actions or discipline if needed.
" Assists, develops and modifies City ordinances within the Bureau and with other City Departments.
" Responsible for Bureau enforcement of City ordinances and Pennsylvania State statutes as related to SWEEP and Animal Control.
" Oversees the administration of the SWEEP ticketing program by all applicable City Bureaus (Police, Health, Engineering and Building Standards and Safety).
" Oversees the operational and development of the SWEEP database for all applicable City Bureaus.
" Plans and prepares the SWEEP and Animal Control program budgets.
" Assists in the administration of the Lehigh County Humane Society contract.
" Administration of SWEEP ticket revenue for the Bureau.
" Oversees the operational and development of the Animal Control database.
" Authorizes the filing of citations and oversees the prosecution of non-traffic citations by the SWEEP officers.
" Investigates and prepares cases and testifies in court on the City's behalf.
" Prepares documentation for the Bureau required by Right-to-Know requests.
" Responds to citizen concerns and complaints received through the City's website and 311 systems relating to the Bureau.
" Represents the City on community boards, coalitions, etc.
" Promotes the Bureau's educations and enforcement efforts through community public speaking and public relations activities.
" Oversees the placement and monitoring of the surveillance cameras at illegal dumpsites.
" Represents the City as the SWEEP Ticket Appeal Hearing Officer.
" Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
" Performs related work as may be required.
Education and Experience:
(A) A Bachelor's Degree in a related field.
(B) Extensive experience and knowledge in solid waste, recycling and litter prevention education and enforcement programs, ordinances and state laws.
(C) Extensive experience and knowledge in animal control education and enforcement programs, ordinances and state laws.
(D) Or any combination of experience and training which provides the required knowledge, skills and abilities.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of program planning and ability to write grants and budgets.
(B) Knowledge of principles and practices of effective supervision.
(C) Knowledge of and a commitment to waste reduction and recycling practices and principles.
(D) Ability to oversee investigations, ticketing and citations, prepares citations and court cases.
(E) Ability to plan, develop, implement and direct the activities and personnel involved in recycling, solid waste, litter and graffiti program education and enforcement.
(F) Ability to plan, develop, implement and direct the activities and personnel involved in animal control education and enforcement.
(G) Comprehensive knowledge of federal, state and local recycling and solid waste laws, ordinances and practices and thorough understanding of recycling and solid waste programs.
(H) Comprehensive knowledge of federal, state and local animal control laws, ordinances and practices and thorough understanding of animal control.
(I) Database development and management.
(J) Experience and ability to plan, design and develop printed educational materials, organize meetings and give oral presentations.
(K) Ability to express ideas clearly and concisely in oral, written and graphic form
(L) Communication and interpersonal skills and the ability to maintain effective working relationships with associates, government, professional and non-professional groups and individuals.
(M) Ability to interact effectively with the public.
(N) Possess good judgment and dependability.
(O) Possess problem solving skills.
(P) Ability to work independently and manage multiple concurrent projects.
(Q) Ability to perform individual research to develop new policies, procedures and ordinances.
Possession of a motor vehicle operator's license issued by the Commonwealth of Pennsylvania.
TOOLS AND EQUIPMENT USED
Daily use of personal computer and mainframe computer, copy machine, fax machine, telephone system and any other office related equipment.
