Performs a variety of planning, organizing and executing compliance reviews of all City funded sub-grantees. Directs and coordinates evaluation of monitoring of grant funded programs.
Works under the supervision of the HUD Grants Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Monitors and evaluates grant funded programs.
Conducts investigations to resolve complaints and report violations for grant-funded agencies.
Cooperates with local, state and federal governmental units and other organizations in identifying needs and providing assistance in enforcement of funding rules and regulations.
Confers with personnel affected by proposed program to develop program goals and objectives, outline how funds are to be used, and explain procedures necessary to obtain funding.
Assists in writing periodic reports to comply with grant requirements.
Maintains master files on grants.
Monitors paperwork connected with grant funded programs.
Interprets a variety of instructions furnished in written, oral, diagram or schedule form.
Performs related work as may be required.
Education and Experience:
(A) Bachelor's degree in Public Administration or Accounting.
(B) Experience in Community Development and grants, or an
(C) Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of Community Development Block Grant Program.
(B) Knowledge of HOME Investment Partnerships Program and Emergency Shelter Grants Program Regulations.
(C) Ability to assess housing rehabilitation work and review housing financing proformas.
(D) Ability to create and generate reports using basic computer systems.
(E) Ability to read, analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedures manual.
(F) Ability to write routine reports and correspondence
(G) Ability to speak publicly before groups of customers or employees of an organization.
(H) Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
(I) Ability to multi-task to perform the essential functions of the position.
TOOLS AND EQUIPMENT USED
Requires intensive daily use of personal computer, adding machine and various software packages.
