A Paving Specialist operates a full range of heavy construction equipment used in the construction, resurfacing and repair of City streets, roadways, alleys and other surfaces.
Employee works under the supervision of the Maintenance Supervisor.
Employee may exercise supervision over lower classified workers on operation of street equipment, sub-grading, raking, floating, compaction, finishing and repair operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Operate and instruct lower classified workers on operation of street equipment, sub-grading, raking, floating, compaction, finishing and repair operations.
Employee must work from line and grade sheets, drawings, general oral, handwritten, or typed instructions and broad knowledge of equipment operations.
Assist Supervisor in planning methods and sequence of operations to achieve specifications and to work around in-place services.
Specifically operates paving machines, but must be capable to secure, transport and operate all specified City and rental equipment.
Employee will operate all types of trucks, tractor trailers and/or such special purpose vehicles as black top paver, rollers, front end loaders, mechanical sweepers, rubberized crackseal machine, spray patcher, backhoe, dozer, track-loaders, forklifts, grader, snow blowers and skid-steer loader with attachments. Changes required attachments as necessary.
Must be capable of making major and minor repairs on paving machine, dismantle, clean, replace worn or damaged parts during and in off-season and prepare machine for next paving season.
Salts, plows and removes snow as required.
Directs work of others assisting or in absence of higher classified worker or supervisor.
Instructs and trains others in equipment and vehicle operation for proper CDL licensing.
Maintains vehicles, equipment and records as required. Employee must report any problems to supervisor.
Performs other duties, including those of other classifications (higher and lower) and standby crews, as assigned and/or as conditions warrant.
Overtime will be required during emergency/non-emergency situations including night shift and weekends.
Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
Wears appropriate safety equipment as needed.
Perform all duties in conformance to appropriate safety and security standards.
Perform routine vehicle maintenance as outlined on daily inspection sheets.
Shift work may be required
Perform related work as may be required.
Education and Experience:
(A) Graduation from high school or technical school; or equivalent certification.
(B) Must have a broad knowledge of street resurfacing and repair operations and methods.
(C) Minimum of 3 years' paving experience.
(D) Equivalent combination of related education and experience.
(E) Valid driver's license of the appropriate classification.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge and ability to work from line and grade sheets, drawings, standard oral and written instructions.
(B) Ability to plan a sequence of operations to achieve line and grade specifications and to work around in-place services.
(C) Ability to work outdoors under varying weather conditions.
(D) Knowledge and ability to understand safe operational methods, care and maintenance of all heavy construction equipment required for this position.
(E) Knowledge and ability to plow and know all aspects of snow removal, salt, sand and apply brine to streets and other areas as required.
(F) Ability to pass the following hands-on tests:
Paving machine, all sizes
Rubber tire pay-loader and attachments
Mechanical street sweeper
Tractor trailer - Low Boy
Skid steer loader and attachments
Back-hoe - all sizes
Possession of a valid Class A CDL PA Driver's license, combination air brakes - tanker and hazardous, and may require medical certification card. Current employee's not possessing said license at time of appointment must obtain license within 90 consecutive calendar days. New hires have 90 working days to obtain the required license.
TOOLS AND EQUIPMENT USED
Employee may operate all types of trucks and/or such special purpose vehicles as front end loader, backhoe, black top paver, rollers, mechanical sweepers, trash compactor vehicles, track loader, dozer, grader, rubberized crackseal machine, spray patcher, snow blower and skid steer loader with attachment and all rental equipment. Motorized vehicles and equipment, including dump truck, paving machine, pickup truck, tamper, plate compactor, street and chain saws, pumps, compressors, generators, common hand and power tools, shovels, wrenches, picks, rakes, sledge hammer, mobile radio, phone and jackhammer.

The employee must frequently lift and/or move up to 75 pounds. The employee must frequently use push and pull methods while raking. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in all outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is frequently exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee frequently works with hot materials that without wearing the proper clothing or proper safety equipment could cause severe burns. The employee frequently works around heavy equipment.
The noise level in the work environment is loud.
