Helps plan, organize and coordinate street cleaning, leaf collection, street repair and snow removal activities. Completes daily operations for fleet vehicles for the superintendent; does related work as required.
Employee works under the supervision of the Streets Superintendent.
Supervision is exercised over the work of Maintenance Supervisors, Equipment Operators, Maintenance Workers, Laborers and others engaged in public works activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises and assigns work of subordinate supervisors and union work crews engaged in the maintenance, inspection, repair, cleaning, and construction of streets, alleys, bridges, and related facilities. Employee must coordinate the use of available equipment, materials and manpower to obtain maximum effectiveness and economy. Inspects ongoing and completed projects, solves problems and coordinates with the superintendent on changes in plans when necessary. Employee shall be immediate supervisor for street cleaning, special event cleaning, leaf collection and snow removal activities and will take care of replacement for all proper signage. Employee shall take care of scheduling vacation for the bureau. Conduct monthly safety and fleet meetings and enforce all safety practices. Keep records and makes reports as needed. Perform notary work as needed.
Employee must meet with the superintendent and all other department heads to help determine which vehicles/equipment need replacement and help replace with equipment that will best suite the needs. Employee must assist the contracting manager in developing specifications for said vehicles/equipment, acquire pricing for said vehicles/equipment, schedule demonstrations, and perform post-delivery inspections. Employee must enter requisitions and monitor budgets accordingly. Employee shall assist in the required registration for all fleet equipment with administrative review by superintendent. Employee must help coordinate the sale of all used fleet equipment through an online auction with our purchasing department. Employee must review monthly fleet maintenance reports, invoices and fuel consumption reports to ensure conformance with prescribed standards of quality, safety and productivity. Employee shall report to superintendent any noncompliance by contracting agency for administrative procedures.
Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
Some overtime will be required during emergency/nonemergency situations including night shift.
Perform related work as may be required.
Education and Experience:
(A) Graduation from high school.
(B) Minimum of 3 years of supervisory experience in street construction work.
(C) General knowledge of Microsoft Excel, Word and Power Point.
(D) Ability to obtain necessary certifications for required Notary Documents
(E) Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of the materials, methods, equipment and practices of street and fleet maintenance.
(B) General knowledge of Microsoft Excel, Word and Power Point.
(C) Employee must show some ability to input and extract data from computer database using queries and reports.
(D) Knowledge of right-to-know laws as instructed and posted.
(E) Ability to help plan, coordinate, inspect and schedule the work of street employees.
(F) Ability to interpret and work from sketches, pencil layouts and blueprints.
(G) Ability to establish and maintain effective working relationships with employees, superiors and the general public.
(H) Employee must be capable of assisting the Superintendent in total quality management and performance of all services regarding fleet maintenance.
Possession of a valid Class A CDL drivers license with Tanker endorsement.
Possess a Notary License with PennDot Card Agent status
TOOLS AND EQUIPMENT USED
Require intensive daily use of personal computer, phone, fax machine, radio, copier, scanner, printer, laminator, shredder automobile, plans and drawings, string-lines, line-levels and foot-rules. Occasionally uses all types of equipment/vehicles and tools to train employees.

The employee frequently works in an office environment. While performing the duties of this job, the employee may work in all outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee occasionally works in the vicinity of hot materials that without wearing the proper clothing or proper safety equipment could cause severe burns. The employee occasionally works around heavy equipment.
The noise level in the work environment is usually quiet but occasionally loud.
