GENERAL PURPOSE
This is an advanced administrative and leadership position in the field of public health. The person in this position administers many diverse public health programs in the City of Allentown. Important aspects of the work include liaison and partnership with community agencies and groups, development, and promulgation of polices and new public health ordinances, implementation of programs, preparation of budgets and grants, and the provision of administrative assistance to subordinates.
SUPERVISION RECEIVED
The Director of Health reports to the Director of the Department of Community and Economic Development. Work is performed with a high degree of independent judgment, guided by the policies established by the Board of Health of the City of Allentown, by state and local laws and regulations, and by national standards of public health practice.
SUPERVISION EXERCISED
Exercises direct supervision over the Associate Director, Personal Health Services, Associate Director for Environmental Health Services, and the Office Manager and is indirectly responsible for the lower level administrative, professional, and technical personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
(A) Provides leadership and guidance to the community regarding matters affecting health and welfare. Assures that public health needs are systematically and continuously identified and addressed. (B) Identifies community health needs through surveillance, research, data collection and analysis. Works with community and agency partners to improve the public's health. (C) Assures that the activities of the Bureau are in accordance with requirements and regulations of the State Health Department. (D) Directs the administration and enforcement of public health laws and regulations. (E) Oversees the development of new or amended City ordinances and regulations related to public health issues and supports their passage by City Council. (F) Directs the maintenance of records and the preparation of reports. (G) Attends meetings of, consults with, and advises the Board of Health of the City of Allentown. (H) Directs the Public Health response and functions as the Health Bureau spokesperson during public health emergencies affecting the City of Allentown. (I) Responds to public health emergencies and assume the role designated by the public health emergency response plan. (J) Directs searches for new funding sources and oversees grant application preparation, negotiation and execution. (K) Oversees the preparation and implementation of work plans and programs for health bureau improvements to include coordination with other City departments, government agencies, private enterprises, and citizen groups. (L) Prepares and manages the annual bureau operating budgets. (M) Develops internal bureau policy and guidelines. (N) Attends City Council meetings when required. (O) Performs related work as required.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) Four years of supervisory or administrative experience in the field of public health and a Master's Degree in public health, public administration or a related discipline. (B) Extensive knowledge of the principles, practices, and current developments in the field of public health; and of public health laws and regulations. (C) Considerable knowledge of the functions and relationships between federal, state, and local public health agencies. (D) Thorough knowledge of the administration of programs and budgets, and the management of personnel.
Necessary Knowledge, Skills and Abilities:
(A) Ability to establish and maintain effective working relationships with associates, professionals, lay groups and the general public. (B) Excellent communication skills, including the ability to develop and express ideas and opinions concisely, comprehensively, and clearly in oral and written form. (C) Proficient in Analytic Assessment, Financial Planning, Policy Development / Program Planning, Communication, Community Dimensions of Practice, Basic Public Health Science, Leadership and Systems Thinking, and Cultural Competency.
SPECIAL REQUIREMENTS (required within 1 year of appointment)
(A) Certification as a Pennsylvania Local Health Officer. (B) Appointment approved by the Pennsylvania Department of Health.
