| JOB DESCRIPTION | Class Title: Traffic Signal Technician II (Roadway Lighting) Grade Number: 14M; $22.2351 per hour Department: Public Works Bureau: Traffic Planning & Control Union: SEIU
GENERAL PURPOSE The Traffic Signal Technician II (Roadway Lighting) performs a wide variety of duties to assemble, test, erect, and maintain electric Traffic Signals and systems control, Flashing Warning Devices and roadway lighting.
SUPERVISION RECEIVED Works under the supervision of the Traffic Superintendent and Chief Maintenance Supervisor.
SUPERVISION EXERCISED May exercise supervision over Maintenance Worker I & II
ESSENTIAL DUTIES AND RESPONSIBILITIES
Works from detail schematic wiring diagrams and broad knowledge of electrical and electronic principles to assemble and maintain an electric traffic control system, as well as roadway lighting systems. Assembles and tests electro-mechanical, solid state analog, digital and microprocessor controllers prior to field installation. Trouble-shoots, identifies and solves problems in the shop and field using complex test equipment. Repairs and/or replaces defective components. Constructs new signal installations starting with the preparation of a foundation, pouring cement and setting anchor bolts. Erects traffic signal and roadway lighting poles and runs wiring to a power source. Mounts signals on poles and connects wiring to control box. Mounts roadway lighting arms and luminaries and connects to power source. Employee Must be able to work 35 feet in the air on bucket truck. Refers unusual and unsafe conditions to supervisor or designated manager. Maintains tools and equipment and practices good housekeeping. Must be able to plan and lay out own work. May direct the work of others in the field. Rotates on stand-by with other crew members as assigned and/or as conditions warrant. Other duties may include: design and fabricate fixtures to facilitate repair of equipment; maintains safe roadway conditions and guarding the safety of self and others when working with electricity. Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments. Performs other duties, including those of other classifications (higher and lower) as assigned and/or as conditions warrant.
MINIMUM QUALIFICATIONS
Education and Experience: (A) Graduate from high school or technical school with electronics or engineering related courses. (B) Minimum three (3) years electronic maintenance and repair experience with traffic signal and street lighting including one (1) years as crew leader. (C) Considerable experience in field and office sub-professional traffic engineering work or equivalent combination of training and experience with provides the required knowledge, skills and abilities (D) Equivalent combination of related education and experience. (E) Possession of a valid Pennsylvania CDL - Class B driver's license
Necessary Knowledge, Skills and Abilities: (A) Knowledge of the design and manufacture of traffic signals including timers, controllers and related hardware. (B) Knowledge of the type of traffic signal equipment currently in place throughout the City. (F) Knowledge of the basic principles of electricity. (G) Knowledge of traffic signal programming timers. (H) Basic knowledge of Publication. 212, 213, 236 and TC Standards involving Traffic controls, Traffic Signal and devices installation standards and applications. (I) Will be required to obtain IMSA (Level 1 and Level 2) Certifications.
TOOLS AND EQUIPMENT USED
Requires use of personal computer with software experience in Excel, Microsoft Office Word. Uses a variety of hand tools and complex test equipment such as volt meters, transistor checkers, oscilloscope and digital test probes requiring good dexterity with both hands. Drives and operates bucket-lift and platform-lift trucks for aerial work on cables, poles, signals and roadway lighting.

Specific vision abilities required by this job include close vision and the ability to adjust focus.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work environment is inside the office and outside on the City streets. Vehicular and pedestrian traffic at times is very busy and noise levels high. In the field, the employee will be working high traffic areas of roadways and must be able to perform tasks in loud and obstructed areas. The employee will working in all weather conditions including heat, cold wind, rain, and snow.
