The Benefits Manager implements benefits and wellness related policy, programs and processes to make the City of Allentown a workplace of choice and enable all City of Allentown employees to contribute at optimum levels toward the success of the City of Allentown citizens, partners and stakeholders.
Performs a variety of administrative and professional work in managing benefits programs of the City of Allentown, including health, wellness, and pension benefits for active and retired employees, professionals. Utilize excellent verbal and written communication skills to disseminate information to employees, professionals.
Works under the supervision of the Director of Human Resources.
May exercise supervision over clerical, temporary or other staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
" Designs and administers effective execution of quality benefit programs and policies and comprehensive wellness programs to facilitate health and welfare of employees. Analyzes existing benefits policies to establish competitive benefits programs and implement best practice.
" Provides customer service as the benefits and wellness point person for unionized and non-bargaining employees, relative to all aspects of benefits and wellness programs.
" Develops and implements benefit and wellness related communications for employees, former employees, and retirees about benefit programs, procedures, changes, and government mandated disclosures.
" Facilitates the operation of the City of Allentown Wellness Committee with the objective of gaining input and driving wellness participation across all COA departments.
" Facilitates benefit enrollment in New Hire Orientation and plans, develops and manages COA annual open enrollment process.
" Develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.
" Conducts and/or responds to audits on benefit plans, claims, benefit data and invoices on an as needed basis.
" Assists the HR Director with the annual budgeting process.
" Serve as the liaison to the Finance Department, relative to benefits invoicing, retiree benefits billing, pension collaboration and any other area of process overlap.
" Plans, promotes, and facilitates City wide Wellness Program.
" Assists Human Resource Director in coordinating human resources programs and tasks.
" Other job duties as required.
Education and Experience:
A. Bachelor's Degree in Business Administration in Human Resources, Business or a related field
B. Three years in human.
C. CEBS, PHR, SHRM and/ or IPMA certification or a Masters Degree preferred.
D. Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
A. Knowledge of personnel and benefits practices and procedures.
B. Knowledge of computers and computer software, with ability to apply this aptitude in word processing, spreadsheet development, and document merges, etc.
C. Thorough knowledge of proper records management, retention of records and cataloguing of files.
D. Ability to prepare and analyze comprehensive reports, carry out assignments, and administer existing and proposed programs.
E. Ability to communicate effectively verbally and proficiently in writing with various employees, Bureau Managers, labor unions and the general public.
F. Ability to learn and apply personnel policies and procedures of the City of Allentown, insurance plan benefits, programs and other policies.
G. Ability to maintain confidential and sensitive information
H. Able to work successfully and productively in a team environment or independently and deal with multi-tasks effectively.
I. Strong ability to perform well and be unfailingly diplomatic in a high pressure and complex environment.
J. Proven analytical, planning and organizing skills.
TOOLS AND EQUIPMENT USED:
Requires intensive daily use of personal computer, including Microsoft Office programs, HRIS system, calculator, telephone, copy machine and fax machine. Occasional use of AV equipment for orientations.
