Class Title: Assistant City Solicitor
Grade Number: 17; exempt

GENERAL PURPOSE

The Assistant City Solicitor performs professional legal services for the City in all phases of municipal operations.

SUPERVISION RECEIVED

Works under the supervision of the City Solicitor and Associate City Solicitor. Employee in this class must exercise considerable independent judgment.

Exercises supervision over office staff and administrative personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Prepares or reviews legal documents, including contracts, leases, conveyances, land use agreements, memorandums of understanding, and releases where the City or any department is a party.
* May act as the City's Right-to-Know Officer.
* Researches, prepares, and reviews resolutions and ordinances.
* Advocates for City interests in legal proceedings.
Assist in negotiations of legal matters.
* Research, drafts, issues, and discusses legal opinions on matters before City government.
* Assists the City Solicitor in providing legal advice to the branches of government; department heads; elected officials; and certain administrative boards.
* Attend City Council, authority, board, and commission meetings.
* Assists in conducting internal investigations.
* Performs related work as required.


MINIMUM QUALIFICATIONS

Education and Experience:

(A) Juris Doctor from an accredited law school
(B) Admitted to practice law by the Supreme Court of Pennsylvania
(C) Experience in the practice of law (2+ years).
(D) Bi-lingual/Spanish preferred.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

" Must have excellent writing, research, and advocacy skills.

" Should be a member of the Pennsylvania bar for at least 2 years.

" Background in municipal law is highly preferred.

" Prior experience in the following subject areas is desirable: drafting and reviewing contracts; Sunshine Law; ethics; public records laws; procurement, drafting legislative documents, land use and zoning matters, code enforcement, municipal tax claims and appeals, and representing and advising advisory and administrative boards.

" Should have thorough knowledge of the City codes and charter provisions and the general laws of City and State; thorough knowledge of the sources of legal reference; good knowledge of court procedures and rules of evidence; skill in preparing cases, interviewing witnesses, in obtaining agreement out-of-court, and trying cases in court; ability to organize, interpret and apply legal principles and specialized knowledge to particular circumstances; ability to participate in the preparation and trial of difficult and important cases, and to present material clearly and logically in oral and written form; ability to meet and deal effectively with persons interested or involved in lawsuits.

" Ability to establish and maintain effective and harmonious working relationships with city officials and departments, agencies, and the public. Ability to establish and maintain record keeping systems. Able to communicate effectively in writing and orally.

" Must be skillful in managing situations requiring diplomacy, fairness, firmness and sound judgement, managing staff by delegating tasks and authority, providing coaching to improve staff performance and understanding/applying applicable law, City policies and procedures.
" Ability to evaluate controversial situations and present options in a clear and concise fashion.
