| JOB DESCRIPTION | Title: Clerk 3 Grade Number: 8M; $19.2434 PER HOUR Department: Finance Bureau: Revenue & Audit Union: SEIU
GENERAL PURPOSE
Performs a variety of specialized clerical activities to support the functions and services of the bureau.
SUPERVISION RECEIVED
Works under the supervision of the Bureau Manager and Operations Manager.

None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Under direction, works from a thorough knowledge of the bureau's operational policies, procedures, practices, and State Tax laws. Revenue and Audit clerical duties typically include, but are not limited to:
A. Operating a cash register and processing payments received by mail, in person, or collected from exterior payment drop box.
B. Reconciling receipts and payments resulting from cash register activity, preparing the daily deposits, and submitting them to the Treasury Department.
C. Completing data entry of exonerations and payments received, and reconciling the total being processed to the total being applied to various accounts.
D. Receiving, processing, and producing Tax Certifications requested.
E. Updating and maintaining tax account records by adding new accounts, deactivating closed accounts, and updating account information in multiple systems.
F. Performing work priorities as scheduled by supervisor, based on specific monthly, weekly, and daily assignments, projects, and deadlines for completion.
G. Reviewing records (e.g. property tax and business files) to determine business account status and performing necessary account maintenance.
H. Assisting with billings by processing payments, performing receipt maintenance, and stuffing envelopes.
I. Receiving all City mail deemed unidentifiable by mailroom to research, locate, and forward to proper department.
J. Processing a variety of documents and forms involving the bureau's functions and services.
K. Research and gather data required for record keeping, reports and other activities.
L. Performing related filing, copying, and scanning activities.
M. Extensive contact with the public, with external users of the bureau's services, and with other external authorities to provide, obtain or explain non-routine information relating to the bureau's activities, procedures, and policies.
N. Assisting the public in person, by telephone, mail, and e-mail explaining tax calculations and billing procedures.
O. Mediating taxpayer complaints; assisting citizens in preparation of paperwork and properly documenting bureau files.
P. Providing quality and effective customer service with courtesy and understanding to our customers, citizens, and internal departments.
a. This includes consummating a customer service transaction throughout your point of contact until a "warm handoff" to the correct City employee is achieved.
Q. Performing other related work as may be required.
MINIMUM QUALIFICATIONS
Education and Experience:
A. High school graduation. B. Including or supplemented by courses in bookkeeping. C. Additional accounting courses beyond high school are preferred. D. One year of related work experience desirable. E. Customer service experience is preferred. F. Considerable experience with varied office and clerical tasks of an accounting nature. G. Equivalent combination of related education and experience. H. Bi-lingual/Spanish preferred.
Necessary Knowledge, Skills and Abilities:
A. Knowledge of business English, spelling, and grammar. B. Knowledge of basic computer skills. C. Ability to maintain confidentiality in all work-related situations. D. Ability to operate office machines. E. Ability to write legibly. F. Ability to understand and follow complex oral or written instructions. G. Ability to explain complex situations clearly and concisely. H. Ability to process and review billings, make arithmetic computations and tabulations with speed and accuracy. I. Ability to deal courteously and tactfully with the public and establish and maintain working relationship with other employees.
TOOLS AND EQUIPMENT USED
Requires intensive daily use of computer, calculator, copier, printer, fax machine, telephone, as well as other office equipment as needed.
