JOB DESCRIPTION
Class Title: Human Resources Generalist
Grade Number: 12N (Exempt)
Department: Human Resources

GENERAL PURPOSE

Performs a variety of daily functions of the Human Resources (HR) department including recruitment, administering benefits and leave, enforcing city policies and practices.


SUPERVISION RECEIVED

Works under the supervision of the Human Resources Director.

SUPERVISION EXERCISED

None.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Recruits and facilities the hiring of qualified applicants for open positions; collaborates with bureau managers and department heads to understand sills and competencies required for openings.

Conducts or acquires background checks and employee eligibility verification

Implements new hire orientation

Maintains employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, and other key details

Performs routing tasks required to administer and execute human resources programs including but not limited to hiring, termination, transfer, promotion, compensation, benefits, and leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, training and development

Handles employment related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.

Attends and participates in employee disciplinary meetings, terminations, and investigation

Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices and reviews policies and procedures to ensure compliance

Maintains knowledge of trends, best practices, regulatory changes, and new techniques in human resources, talent management, and employment law

Develops policies and procedures as needed

Conducts or assists with record audits and mandatory reports

Performs other duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(A) Bachelor's degree in Human Resources, Business Administration, or related field; and
(B) Two years' experience in human resources field
(C) Equivalent combination of related education and experience.
(D) Governmental experience is preferred
(E) SHRM certification is a plus

(C) Excellent organizational skills and attention to detail
(D) Excellent time management skills with a proven ability to meet deadlines
(E) Strong analytical and problem-solving skills
(F) Ability to prioritize tasks and to delegate them when appropriate
(G) Ability to act with integrity, professionalism, and confidentiality
(H) Thorough knowledge of employment related laws and regulations
(I) Proficient with Microsoft Office Suite and related software


TOOLS AND EQUIPMENT USED

Requires intensive daily use of personal computer utilizing various software programs and spreadsheets; and telephone.
