| | JOB DESCRIPTION | GENERAL PURPOSE - Senior Planner requires advanced professional planning experience of high complexity and variety in the field of city planning. This position is responsible for the relatively independent performance of planning functions or projects requiring various combinations of skill in research, analysis, development, presentation or interpretation of concepts and data pertaining to planning and implementation of plans. The Senior Planner position presents reports and other findings to staff, Allentown Planning Commission, and the community. Work is performed according to general instructions with considerable latitude for independent initiative and judgment on assigned major projects. Some functions are similar to those of the Planner level, though the Senior Planner is involved with larger, more complex planning assignments. Planners at this level exercise greater independence and judgment, receiving general supervision from the Planning Director.
- Specific work assignments will be tailored to the skills and expertise of the selected candidate, while also considering the collective skill set of our team of planners.
SUPERVISION RECEIVED - Work is subject to technical review through the evaluation of reports and general support. General supervision is usually received from the Planning Director or in certain cases, the Chief Planner.
SUPERVISION EXERCISED - Supervision may be exercised over field and office personnel engaged in inspecting, collecting, analyzing and presenting data.
ESSENTIAL DUTIES AND RESPONSIBILITIES The specific duties for the role will be tailored to the unique skills and expertise of the selected candidate, while also considering the collective skill set of our team of planners. - Supports the implementation of the EDA Distressed Area Recompete Pilot Program Grant, Phase 1 Strategy Development, and Phase 2 Recompete Program. - Provides technical support to the Historic and Architectural Review Board (HARB) and the Allentown City Planning Commission (ACPC), including the technical analysis of projects, preparing staff reports, and presenting work. - Manages complex planning studies, development applications and reviews consultant proposals. - Collects and analyzes socio-economic, housing, and physical data related to comprehensive planning issues. Based on this analysis, prepares reports and provides recommendations for projects and programs. - Works with maps, charts, graphs and other visual aids including data processing; may work with contiguous and larger jurisdictions on common problems or conflicts in assigned area of responsibility. - Conducts research and prepares statistical reports on land use, physical, social & economic issues. - Researches and drafts legislation, such as zoning amendments. - Reviews proposals for land development, rezonings, street vacation, and other planning related applications. - Interacts with citizen groups, community-based organizations and public boards, councils and commissions. - Utilizes computerized mapping software to prepare base maps, thematic maps and individual parcel maps. - Operates computer-based electronic platforms for receiving and tracking projects and contracts managed by the Planning Bureau. - Participates and/or helps organize effective and meaningful community engagement events for the Planning Bureau. - Helps secure funding for programs and projects by preparing grant applications and managing grant administration. - Provides quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments. - Other duties as assigned.
MINIMUM QUALIFICATIONS Education and Experience: - A bachelor's degree in urban planning or a related field is required. A preferred candidate will have a master's degree in planning, public administration, historic preservation, architecture, engineering, or a closely related field. Equivalent combinations of education, experience, and training that provide the necessary knowledge, skills, and abilities may also be considered. - Possession of, or ability to obtain, a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania or State of residence - 2+ Years of professional planning experience - Member in good standing of the American Institute of Certified Planners (AICP) or American Institute of Architects (AIA) is preferred
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: - Thorough knowledge of the principles and practices of city planning and community development - Well-developed knowledge of one or more planning disciplines, such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development - Knowledge of the PA Municipal Planning Code (MPC), the Allentown SALDO and Zoning Code. - Ability to analyze and systematically compile technical and statistical information and to prepare technical reports - Ability to develop creative approaches to and concepts for planning and community development problems - Ability to develop and maintain effective working relationships with employees, officials, other agencies, other jurisdictions, communities and the general public - Ability to evaluate plans and planning proposals - Ability to communicate ideas both in writing and orally - Ability to undertake major assignments, such as project administration and monitoring, preparation of legislation or the design of new programs - Proficient with Microsoft 365; Experience and/or ability to learn GIS software. Experience and/or ability to learn EnerGov and Eden.
TOOLS AND EQUIPMENT USED - Requires intensive daily use of personal computer. Occasional use of digital camera, scanner, and plotter.
