The Director of Human Resources aligns City of Allentown resources, providing strategic oversight of the Human Resources Department to make the City of Allentown a workplace of choice and enable all City of Allentown employees to contribute at optimum levels toward the success of the City of Allentown citizens, partners, and stakeholders. Performs a wide variety of planning, organizing, and directing the department of Human Resources.
Works under the supervision of the City Mayor.
Exercises supervision over the Human Resources Department staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
" This is a senior cabinet-level position appointed by the Mayor.
" Collaborates with executive leadership to define the organizations long-term mission and goals; identifies ways to support this mission through talent management.
" Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
" Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
" Sets, enforces, and evaluates legally compliant human resources policies, procedures, and best practices.
" Oversees and participates in the development and administration of the department's annual capital and operating budgets.
" Serves on various boards and commissions as required.
" Attends City Council meetings when required.
" Performs related work as required.
Education and Experience:
(A) Master's degree in human resources, public administration, business management or related field,
(B) A minimum of five (5) years of experience in a human resources supervisory capacity. Public sector environment preferred.
(C) PHR, SPHR or IPMA-CP certification preferred.
(D) Bi-lingual/Spanish preferred.
(E) Equivalent combination of related education and meaningful experience may be substituted.
Necessary Knowledge, Skills and Abilities:
A. Thorough knowledge of modern policies and practices of public personnel administration;
B. Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations;
C. Skill in preparing and administering municipal budgets; skill in planning, directing and administering personnel programs and systems; skill in operating the listed tools and equipment;
D. Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion
E. Must have the highest standards of ethics and understand ethical behavior and business practices and ensure that own behavior and the behavior of others is consistent with these standards and aligns with the values of the organization.
F. Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, city officials, labor unions and the general public; ability to efficiently and effectively administer a human resource system.
TOOLS AND EQUIPMENT USED
Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy machine and fax machine.
