| JOB DESCRIPTION | Class Title: Equipment Operator III Grade Number: 10M Department: Public Works Bureau: Streets Union: Yes - SEIU
GENERAL PURPOSE
Operates a variety of trucks utilized in construction and maintenance activities; performs a variety of maintenance tasks ranging from those requiring or specialized knowledge to routine manual labor in the maintenance of City's streets, buildings and properties. Operates heavy construction equipment, general and special purpose vehicles (through tractor-trailers) used by City departments.
SUPERVISION RECEIVED
Works under the supervision of the Maintenance Supervisor of Streets.
SUPERVISION EXERCISED
May exercise supervision over lower classified workers in the absence of higher classified workers or supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Operate all types of trucks and/or such special purpose vehicles as black top paver, rollers, mechanical sweepers, dozers, rubberized crackseal machine, spray patcher, snow blower, trash compactor vehicles, skid steer loader and front end loaders.
Plows and removes snow and salts and sands streets and other areas.
Transports material and equipment to and from job locations.
Work from line and grade sheets, drawings, and standard oral and written instructions, plan sequence of operations to achieve line and grade specifications and to work around in-place services.
May operate backhoe equipped with various attachment.
Operates levers to control depth, width and alignment of excavation, direction and movement of shovel.
Verifies depth, line and grade.
Secures and moves equipment to work site or holding area.
Connects and changes attachments.
Uses heavy construction equipment, all sizes of trucks, tractors, tractor-trailers and related hand tools.
Instructs others in equipment and vehicle operation. Maintains vehicles, equipment and records as required.
Report any problems to higher classification or supervisor.
Directs work of others assisting or in absence of higher classified worker or supervisor.
Overtime will be required during emergency/nonemergency situations including night shift and weekends. Shift work may be required Performs other duties, including those of other classifications (higher and lower) and standby crews, as assigned and/or as conditions warrant.
Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
Perform related work as may be required by assisting others with utility duties as assigned by the department.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) High School diploma or GED equivalent required, or graduation from technical school; or an equivalent certification; or (B) Equivalent combination of related education and experience; and (C) Valid driver's license of the appropriate classification.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of tandem/single axle truck operating principles; working knowledge of the hazards and safety precautions common to heavy equipment operations; working knowledge of the methods, materials and tools used in street and utility maintenance work. (B) Ability to read, communicate effectively verbally and in writing, add and subtract whole numbers. (C) Ability to work outdoors under varying weather conditions. (D) Skill in operation of listed tools and equipment. (E) Ability to understand grade sheets, drawings, standard oral and written instructions, plan sequence of operations to achieve line and grade specifications and to work around in-place services. (F) Knowledge of right-to-know laws as instructed and posted. (G) Ability to understand and follow oral or written instructions; Ability to observe proper safety precautions; Ability to establish effective working relationships with other employees, supervisors and the public; Ability to perform heavy manual tasks under varying weather conditions; Ability to drive and operate a variety of trucks under varying conditions. (H) Ability to handle stressful situations.
SPECIAL REQUIREMENTS
Valid Pennsylvania Driver's license with CDL Class A endorsement with combination air brakes, tanker and hazardous and may require a medical certification card. Current employee's not possessing said license at time of appointment must obtain license within 90 consecutive calendar days. New hires have 90 working days to obtain the required license.
TOOLS AND EQUIPMENT USED
May operate all types of trucks and/or such special purpose vehicles as front end loader, backhoe, black top paver, rollers, mechanical sweepers, dozers, trash compactor vehicles; skid steer loader with attachment. Motorized vehicles and equipment, including dump truck, paving machine, pickup truck, rubberized crackseal machine, spray patcher, tamper, plate compactor, street and chain saws, pumps, compressors, generators, common hand and power tools, shovels, wrenches, picks, rakes, sledge hammer, mobile radio, phone and jackhammer.

While performing the duties of this job, the employee regularly works in all outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee frequently works with hot materials that without wearing the proper clothing or proper safety equipment could cause severe burns. The employee frequently works around heavy equipment.
The noise level in the work environment is loud.
